This is a command tank or Panzerbefehlswagen III in one of the many variants they have. When are no longer effective as tanks, many Panzer III were transformed in command or artillery observation vehicles. Some of these tanks kept the main gun, other have it removed and get extra aerials. For those with no gun, a dummy barrel was installed to become similar to standard tanks and appear as armed to the enenmy. These modifications have been made from many different variants and with little standardization, and fought in all major campaigns. Painting and finish are similar to the DAK Stug III, and changes are in the tower and the open hatch.
